The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant positions the details of which are mentioned below. 

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Job Title: Sudan Crisis Population Movement Appeal Operation Coordinator 

  • Work Unit : DRM

  • Reports to: Migration and Restoring Family Links Division

  • Terms of employment: 6 months with the possibility for extension based on the performance of the employee and appeal extension   

  • Place of Work: HQ ,  Addis Ababa

The Sudan Crisis Population Movement Appeal Operation Coordinator is responsible for providing technical support to the implementation of the appeal operation in Amara, Metema and Benishagul Gumuz. The operation includes WASH hardware (rehabilitation, construction, repair of water and sanitation infrastructure) and software (health and hygiene promotion, social mobilization, Community Engagement Accountability). The post holder will be responsible for overseeing and supporting other ERCS emergency operations in those area such as Psychological First Aid (PFA,) Restoring Family Links (RFL), Ambulance Service, MPC, Livelihood supports and NFI distributions at Entry Point under the Emergency Appeal for the Sudanese Refugee Crisis.  He /She will lead the overall Sudan Crisis Population Movement Appeal Operation of Ethiopian Red Cross Society operations which includes planning, budgeting, implementation, monitoring and evaluation, and timely and quality reporting as per the provided formats and standards. 

Specific Duties and Responsibilities 

  1. Manage, coordinate and facilitate the implementation of Sudan Crisis Population Movement Appeal Operation activities in the targeted areas 

  2. Support the development of detailed action plans for the WASH activities including budget and work schedule breakdown, in collaboration with the Branch Project Coordinators 

  3. Facilitate implementation of all appeal activities to ensure quality assurance of meeting technical and general standards according to global (Sphere Standard) and National requirements. 

  4. Maintain close coordination, good relationships and communication with all project stakeholders, associates and contracting parties.

  5. Support the WASH assessment on entry points, Transit Center and refugee camps on at the operation regions to identify targeted WASH to inform immediate and long-term WASH activities.

  6. Together with the relevant stakeholders and ERCS management, organize, plan and implement the rehabilitation of the targeted water schemes and sanitation facilities.

  7. Support the development of a maintenance strategy for the Water Committees and Water Bureau, who will be responsible for maintenance and operation. 

  8. Ensure protection mainstreaming throughout the implemented WASH activities. 

  9. Support with planning and distribution of hygiene and dignity kits in the targeted communities. 

  10. Support the organization of hygiene promotion through mass hygiene awareness-raising campaigns in the communities through roadshows, radio, distribution of IEC materials and door-to-door campaigns.

  11. Support organization of training of ERCS staff and volunteers in hygiene promotion and sanitation, including psychosocial support, community engagement and accountability and protection, gender and inclusion. 

  12. Ensure coordination among relevant technical focal points to streamline WASH activities across all targeted regions.

  13. Responsible for the proper implementation of the appeal operations according to approved operation descriptions and budgets. 

  14. Ensure proper stakeholders management, provision of quality training and finalisation of key ERCS documents related to the operation. 

  15. Responsible for submitting timely and high-quality narrative and financial reports (monthly progress, interim and final) according to the donor(s) requirements and formats. 

  16. Check all Financial documents and procurement documents in coordination with the finance officer, update procurement plans, and give guidance on fixed asset management in line with ERCS and IFRC guidelines

  17. The project coordinator seeks support and feedback from ERCS Zonal, HQ and IFRC on the implementation of the appeal.  

  18. Closely work with the operation staff of ERCS Zonal, HQ and IFRC delegates to ensure quality and timely implementation. 

  19. Ensure that all documents of the projects are collected and filed correctly for the purpose of audits.   

  20. Facilitate the detailed quarterly planning of the project activities in close collaboration with the ERCS North Gonder Zonal and Benishagul Gumuz regional branch

  21. Review and fill the capacity gap of staff and volunteers under his/her supervisor. And Responsible to coordinate and support the project team. 

  22. Network and maintain effective working relationships with the government bodies and other humanitarian organizations operating in his/her duty area. Regularly participate in inter-agency meetings in his/her duty area. 

  23. Perform other work-related duties and responsibilities as may be assigned by his/her immediate supervisor 

Job Requirements

  • Second/First degree in Civil Engineering, Hydrology, Architecture, Public Health (Environmental Health), Disaster Risk Management or related fields. 

  • 8/10 years of relevant work experience out of which 3/4 years in managerial/senior position.

  • Proficiency in English language (written and oral). 

  • Experience in implementing humanitarian response projects, focusing on Emergency water, sanitation and hygiene activities, is a strong asset. 

  • Proven project management and coordination skills and experience are an asset.

  • Relevant NGO-supported project/program management experience and expertise is required, prior experience in working with donors is an asset.

  • Commitment to Ethiopian Red Cross values and ethical standards.
