About Premier Urgency International
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people to help them recover their dignity and regain self-sufficiency.
Première Urgence Internationale is an NGO resulting from the merger of Aide Médicale Internationale (AMI, created in 1979) and Première Urgence (PU, created in 1991) in 2011. It then adopted the name of Première Urgence – Aide Médicale Internationale (PU-AMI). In 2015, the NGO adopted officially the name of Première Urgence Internationale (PUI). PUI Head Quarter is in Paris region. Currently the organization is providing humanitarian assistance in 24 countries of which 11 are in Africa and the rest are in Europe, Middle East, Asia and Latin America.
PUI in Ethiopia:
Following the North Ethiopia conflict which erupted in 2020 and the reports of recurrent drought which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022, to enable the organization to operate legally in the country.
And has been providing humanitarian assistance in Afar and Benishangul Gumuz Regional States addressing the needs of population affected by both manmade and natural disasters. The organization has been exploring the potential gaps in terms of humanitarian assistance in the regions where it is currently intervening and other regions.
The current projects in Afar and Benishangul Gumuz regions are mainly focusing on creating better access to health and nutrition services for conflict and drought affected population. PUI is working in collaboration with local health authorities in providing support to revitalize the conflict affected health systems in those regions. In Metekel zone of BGRS, PUI is implementing humanitarian assistance in Debatie, Bullen, Dangur and Pawi woredas while in Afar, PUI is supporting nutrition services in Abala town, Abala rural woreda, Berhale, Wasama and Dallol woredas of Afar region in Kilbati Rasu zone.
Overall Objective:
Under the line management of the Area Coordinator and technical supervision by Logistics Coordinator, the Logistics Manager ensures the efficient management of logistics at the bases. His/her role is to organize an efficient support logistics and a comprehensive supply chain that includes the last kilometer. S/he contributes to the implementation of good practices, tools and procedures to carry out activities properly. S/he will be ready for assignment to any project location that will need her/his support.
Task and Responsabilités
Supply Chain: S/he actively contributes to the coordination and implementation of the supply chain strategy for his/her geographical scope. S/he ensures that the administrative and operational components of the supply chain are in place and functional at his/her own level. S/he guarantees that PUI’s related procedures, policies and tools linked with purchases, transport and storages are in place and are respected. S/he makes sure that relevant links are built with the coordination so as to avoid delays, loss, gaps in the HQ – coordination – field supply chain.
Support logistics management: S/he ensures that all teams have the means, resources and tools they need to carry out their activities. S/he actively contributes to the dimensioning of his/her scope in terms of facilities (working and living spaces), materials, equipment and services.
Security: S/he must ensure that at his / her own level the necessary means and frameworks are existing so as to implement the security rules related to communications, movements and facility management.
Team management: S/he is responsible for the tailoring of his/her team, and the validation of their job description. S/he is responsible for the line management of specified logistics staff in accordance with related HR policies and procedures, including recruitment and performance appraisal.
Functioning of the bases: S/he supports all teams in the framework of redeployment / installation / rehabilitation / closure of field offices and potentially is deployed in the field for short to medium term assignments depending on identified needs.
1. Managing the Supply Chain
• Respects the framework as well as the global monitoring process of the supply chain in his/her scope.
• Supervises all related procurement process of his/her scope, ensure that donors and internal policies, rules, procedures and tools are respected.
• Ensures that a local supply chain infrastructure is in place (considering purchase, transport, storage operations) and an efficient pipeline is established until the final place of delivery of goods, works and services.
• Makes sure that competition processes are carried out for goods, works, services markets and that they are properly managed, committed and delivered when and where needed.
• Participates in the identification of suppliers, contractors, service providers and ensures the consolidation of data concerning them.
• Proposes the modes of transport adapted to the needs / situations, makes sure of the suitable packaging of the transported goods and the respect of deadlines.
• Verifies that warehousing is well managed and ensures that the appropriate documents are used, updated and shared with stakeholders.
2. Deploying an Appropriate Support Logistics
• Implements the technical and human needs related to facility management, as well as IT and communication resources under his/her scope.
• Implements monitoring and steering tools to manage logistics activities. Pays particular attention to cost control. Analyzes the monthly reporting and proposes corrective actions if necessary.
• Actively participates in the technical choices and validations that are made at his/her scope in relation to equipment, means of transport and service providers.
• Implements and ensures compliance with operating procedures and best practices for the use of equipment, premises and means of transport.
3. Contribute to the Security of Personnel, Goods and Premises.
• Proposes logistics means (materials and human) to be implemented to ensure the security of personnel, goods and premises of his/her scope.
• Implements and ensures compliance with systems, standard operating procedures and rules concerning facilities and communications management as well as persons and goods movements.
• Communicates on regular basis with guards and drivers and participates on the evaluation of the conditions in his/her scope.
4. Strategy and Team Management
• Contributes to the action plan of the logistics department, taking into account the needs of all teams, and aiming at the smooth running of the activities and the good functioning of the site under his/her scope.
• Participates in the HR dimensioning of his/her team, in the recruitment and evaluation of the team as well in his/her direct management. S/he ensures that the members of his/her team carry out their tasks and responsibilities.
• Identifies training needs for staff under his/her direct management.
• Contributes to the capacity building and logistics training for staff to enable teams to implement and monitor their activities in accordance with processes, procedures and tools.
5. Ensures Reporting, Information Flow Management Related to Logistics Matters
• Ensures that logistics data and information is effectively shared with relevant base and coordination teams.
• Participates in the financial and administrative management of his/her field of activity.
• Participates in the drafting of project documents by providing technical support (costing, estimation of needs and contribution to the supply plans of his/her scope.
• Deliver log pack reports to coordination before deadline.
• Proactive in preparing logistics, donors and other relevant reports and needs less supervision
The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs. The employee could be requested to perform other tasks as his/her Line Manager may judge necessary.
Required Qualifications and Professional Experience
University degree in Logistics & Supply, Procurement, Transport,
Minimum 5 years of professional experience in Logistics and out of which 2 years in the Humanitarian sector
Team Management experience
A previous experience in a similar position is an asset
Required knowledge & skills:
Good knowledge of procurement and supply chain (purchase, transport, storage).
Good knowledge of support logistics (facility management).
Reporting skills.
Negotiation skills.
Staff training and capacity building skills.
A specific experience in Support Logistics would be an asset.
Experiences in other logistics field (technical or supply chain) would be a plus.
Language:
Good command in English and Amharic.
Any other local language.
